You downloaded the wrong package. It is the binary package you need, not the source. Go back to that URL and click on the LARGE link at the top of the page. It will kick off the download you need.

Yes, everyone who runs Fedora 8 will need this package. And the RPM repositories are the right place to get it, if it is not on your distribution disk.
