The control panel is for Superserver. Refer to p.112 (122) of the release notes.

Since it's not possible to install both Classic and Superserver from a single install, one assumes you took it in two bites.

Check the Services applet to 1) see whether a server is running and 2) via the Properties sheet, see *which* (if any) is running. Classic will show the executable as fb_inet_server.exe, whereas SS will show fbserver.exe. What to do depends on what kind of mixup you have there...
