In full screen mode (which can be entered hitting Alt-TAB), the issue
is not manifest.

Apart from using isql, it can be observed doing, for example:

dir /s | more
sc

It may have something to do with the program making an attempt not to
output too much text at once so the user can study it. Just speculation.
