Kinda obvious I guess. Except it fails if you supply a user id and password, but succeeds if you do not. Uses the default sysdba and masterkey.

specified by the DatabaseName property. You must provide a UserName and
Password, and the IBDatabase component must be closed before calling
CreateDatabase.
