Tested with firebird (ss) 2.04 and 2.1.1

When I try to backup the security2.fdb via gbak I get the following error

gbak: ERROR:I/O error for file
"c:\programme\firebird\Firebird_2_0\security2.fdb"
gbak: ERROR: Error while trying to open file
gbak: ERROR: Der Prozess kann nicht auf die Datei zugreifen, da sie
von einem anderen Prozess verwendet wird.

(the last line is something like: cannot access file, because it is in
use by another process)

Trying to work with gsec results in a similar error (but works on
windows 2008):

gsec -user sysdba -password masterkey -database
c:\programme\firebird\firebird_2_0\security2.fdb

GSEC> display
I/O error for file "c:\programme\firebird\firebird_2_0\security2.fdb"
Error while trying to open file
Der Prozess kann nicht auf die Datei zugreifen, da sie von einem
anderen Prozess verwendet wird.

The command shell was started explicitly as administrator.

Obviously the problem is the "protection" of the program files directory.
If I copy the security2.fdb to a temp directory first I can backup the
database without problems.

Is this a known issue?
