Coming from Norway, we have three additional letters after Z in our alphabet and these should of course (unless your application is very strange) still be counted as characters rather than something that sorts before characters. And sort order may vary from country to country ('ö' is a separate letter after 'z' in Sweden, but I think it is an accented 'o' in other languages). But for the time being it seems like you only need an English solution ;o}
