I'm now thinking that it may have to do with Windows file compression. I try to keep seven days of restored databases available, and had set the folders to Compressed. Before installing FB2, I tried turning off compression on these folders, and have had two successful restores in a row.

I have looked for information on the max size of a compressed file but have not found anything. The other issue that made this less attractive as a possible cause is that the restore would work successfully most of the time. Perhaps I have just now hit the limit...
