Also to be aware of:
(1) IBExpert has separate settings for the remote server and the remote
database path. You'll need to enter your server in the remote server
combo box and you'll need to enter your path without the server name in
the database path edit box.
(2) Make sure your Firebird service is actually started. I'm not exactly
sure how, but some times I've seen the local connection working and the
TCP/IP connection not. Not sure what server version etc, worth trying.

If this is really your connect string, then there is a typo. Try:

localhost:c:\dbase.fdb
