Maybe you should ask at firebird-devel as all the Unicode gurus are

AFAIK, yes.

AFAIU, not without changing the source code.

AFAIK, you should be able to simply use any collation with UTF8 charset.
IIRC, I did try that some time ago and it works really nice. Why don't
you just install 2.1 and try yourself?
