A sweep can only be made by SYSDBA or the owner of the DB. Assume I have
a user USER1, who is not the DB owner. USER1 starts a transaction and
the gap between OAT and OIT becomes greater than the sweep interval. Is
USER1 now allowed to run the automatic background sweep or not?
