Subject OIT in Embedded Firebird

I've been trying to work through some optimization issues with our
product, which uses embedded Firebird 1.52. I'm confused by the OIT
reported by the header statistics.

In short, OIT seems to survive shutting down and restarting the app.
Here are the statistics before a shutdown:

How is it that the OIT can survive shutdown on an embedded system? Or
are embedded statistics different from those of a standard server?
