You could also check if inetd is started with -R option which can limit number of
incoming connections per minute.

Although, from what you wrote I more looks like the server is crashing. Do you
use the Debian package or the official Firebird .tar.gz? I had problems with
.deb Firebird before, but was never able to pin-point the problem.
