There's an option in Preferences for that:

View -> Preferences -> Object Names -> Quote names only when needed.

This should be checked by default, and only keywords should get quoted.
Even if you don't quote them, FlameRobin will, so I'm sure this is not
the real problem here.

What are you exactly doing when you run into the case where "identifiers
must have double quotes"?
