I have this very same situation:
Firebird 1.5.3 CS on Windows 2003 Server. fb_lock_print works just
fine if you are connected on the server. BUT, I have the same error if
try to run-it connected to the server with TS.
No way I could run-it through TS but works fine loged on the server.
