Client, Alan. Port resolution occurs where the client meets the
server. The client library (the API) and the server executable are both
components of the server. Both know about the defaults without having to
read the Services file, each knows how to deal with the
alternatives/overrides if they are configured. Read the relevant sections
in the release notes yourself...
