We've had the same problem (fast intranet and slow internet connection) to
Linux server

Our system engeneer found a solution for slow connection:

I will try to translate it for you

"The reason was xinetd wrapper which was expecting IDENT response or at
least negative response that IDENT port (tcp/113) is closed"
