Just thought I would post in case anybody else came across this.

It turns out (certainly from tests on buth Suse and Red Hat) that as
a default, if the 'instances' property of the firebird's xinetd.conf
is not present, the OS will only permit 32 instances of the server
to start - presumably for security/DOS-type attack prevention.

I added

instances = 128

to the firebird config file in /etc/xinetd.d and it worked fine...
