I have question about char set transfer.
I use a character with accent(for example 'Á') in char set win1250. Can
I transfer it into basic char set ASCII as 'A' without accent?

Or have I to do it by application only? Do exist any procedure/function
for interbase/firebird to solve it?

I am not sure your computer displays char with accent correctly.
