Helen,

I should have said that I was using the services API to add a new
user through IBOConsole, and the problem was apparently trying to get a
connection to the security database. Though it does look as if other
operations don't go well either.

Summary: logged in as Administrator on Windows, attempting to use
Service API calls on a Linux (SUSE in my case) database.
