I'll reply to this one as well, since I spawned both threads...
Per your earlier reply, I was not restarting the Firebird service
each time I made changes to firebird.conf
It seems painfully obvious now, but I did not see it mentioned in
any of the docs that discuss UDFs, like this one:

I didn't see it mentioned in the comments of firebird.conf either,
so I guess since running the ib_udf.sql was done to my database,
rather than the service, I didn't realize that the change to
firebird.conf was service-level.
I do see a few docs out there now that talk about changes to
firebird.conf and remind you to restart the service. I don't think
I'll be able to forget it now :-)
