Assuming you are running a recentish breed of windows,

Run cmd

telnet [machine name] [port number]

If the screen goes blank, close the window, you are able to connect
to the server (no firewall issue or service not running problem).

Otherwise, you will get an error such as

Connecting To [machine name] ... Could not open a connection to host
on port 3050 : Connect failed
