Subject unavailable database (help !)

Hi

I have a strange problem when installing Firebird 1.5.1 (4481) on a
customer machine. I have done it a lot of time without any problem and
I'm going crazy with this one

What's new with this customer, is the release of Windows 2003 server
(new SP2) and the fact that, as I have no physical access to the
computer, I use the remote console with an internet explorer to
install Firebird
As I have istalled Firebird a lot of time without any problem on
Windows 2003 server SP1 with physical access on the computer, I need
some help to go further !
I use the default SuperServer installation (except for the Firebird's
directory)

the problem is :
I can use Firebird but I'm not able to create a new user, neither
change SYSDBA password (I got the message "unavailable database",
witch is the security database I presume)

I have checked the lan (no firewall), the file's security on Firebird
directory (everybody have total control), I have scanned the registry
and every things seems normal

Any idea ?
