I can only guess that it has the same issues it has with Terminal
Services: local connection, as in

path\to\database.fdb

doesn't work across Window Stations (and a remote desktop connection
does run in a different Window Station that the fbserver service),
whereas the TCP/IP connection, as in

localhost:path\to\database.fdb

works.
