The server program is not running? Port 3050 is closed, or another service
is using it? (InterBase installed on the same server?)

Is a terminal server in the picture? If so, the -database path will need
to point to the node address, not localhost.

Last thing that comes to mind - Win2K SP4 introduced a bug related to
localhost addresses, as I recall - I think there was a patch for it.
