We also receive this message on all of our computers here (XP, FB SS 1.5.2).
Local connections were fine when running FB 1.0 - after we updated
everything we could no longer establish local connections. To work around it
we just place a ':' in front of the database location (this is the same as
specifying the localhostfor tcp connections, is it not?).

This is strange, whilst we cannot establish local connections with SS, we
can get connections using FB embedded...

We get the same results with iSQL.

We also had the trouble accessing the security database (adding users)
through IB_SQL when connected with localhost:database or 127.0.0.1:database
- we got the unavailable database error. To work around this we changed the
ip to the actual ip of the machine I was on (in this case 10.1.1.45) and we
could add users.

I would love to know if there is a solution to this.
