Have a look at bitweaver
http://www.bitweaver.org/
This uses a combination of javascript and 'dynamic pages' to provide the
sort of look-ups you are after, and gives you a nice framework into
which to add the functions you want. Admin and user security is already
provided in the core along with a lot of other useful features.
