We discussed this project in ou rcompany, and there are some questions about
this:

- Is it true or false, that only SYSDBA can do a database shutdown, or it
can be done by the database owner, or anybody can shutdown a database?
- While the database is in shutdown state, only one connection can be done,
or at least only one user can have access to that database?
