Hi:
I had same problem. Win disables tcpip if network connection unplugged
and I could no longer connect to database on same machine.
I contacted MS and they agreed that WIN does this. Had all sorts of
bizarre work around. I fixed it myself but can't remember this minute
what I did.
I will get back ASAP.
