You are looking at the first phase of an unfinished feature. Complex
installs are in the plans. Please read the Firebird 2 roadmap (still in
draft) here:

http://firebird.sourceforge.net/index.php?op=devel&sub=engine

So, yes, it will be possible in future to install multiple Firebird server
instances using instsvc and instreg.

If you know how to install a service yourself, why not experiment with it,
doing the various steps manually?

I'm quite curious to know why running multiple instances of the same server
on a single machine is such a priority for you...I can understand why
people might want to run say Firebird 1.5 and InterBase, or Firebird 1.5
and Firebird 1.0, but why two instances of the *same* server?
