As far as I can tell, the way to make it happen is to approach a reputable
publisher in Poland, which has an agent that can negotiate translation
rights with Apress. Apress doesn't itself publish multiple language
editions. It really boils down to whether a Polish publisher can be
persuaded to take it on, i.e. "first catch your publisher".

There is an email contact address on that web page, where you could write
to inquire. If you already know of somebody who wants to do the
translation, you might be able to kick something off by this means.
