Yes, the first case. The ability to store OpenGIS format data such
as Point Lines Polygons etc. Index with, for example, a quad tree;
then execute query that are optimized to fecth results only in a
specified geographic are such as Select PoleLocation, PoleID from
PowerPoles where Location is within 100M of select HydrantLocation
from Hydrants.

To show me all power poles within 100m of a fire hydrant.

Some examples of existing tools are Oracle Spatial and Postgress
PostGIS

Is anyone doing any work on tools like this for FireBird?
