Because it is simply not needed. Other servers do usually not have
mechanisms like UDFs. For firebird, there is no (or at least) only a very
cheap overhead for having these functions as UDFs. Why should there be
anything more integrated into the core engine, as absolutely required?

Anyway, I am not in the designer team of firebird. Maybe someone of them
might answer more.
