Uh, yes there is a guardian. For the 'default instance' Firebird Server
service, if you install it that way. Shutting down the guardian shuts down
the "firebird server (defaultinstance)" service (exactly as expected).

The problem with the other connections is that I cannot force a client on a
remote machine to shutdown.
