I got into this situation once. It happened when I just unzipped a new RC (I think it was 8) over the top of 7 using the zip file for 8, without uninstalling the RC7 (or RC6, I forget just which RC it was) first. I ended up with two sets of fbserver and fbguardian in my services list. I fixed it by finding the original RC's instsvc program and running it to remove the services.

I haven't seen this since, but then, ever since, I always do an uninstall first, and then install the new version.
