As far as I've seen ib_util.dll (and equivalent files on Linux/etc.) just
contain the one function: ib_util_malloc which is used by UDFs for
allocating space for variables for strings (for example) that are then freed
if the FREE_IT keyword is used in the UDF external function declaration.

So you shouldn't need it unless you ever use any UDFs.
