Thanks Helen!
For the benefit of others.
1) Ran instclient.exe. If complained msvcp60.dll could not be found;
2) I am not sure which installer is responsible for msvcp60.dll but it was
not present in the system32 folder so I copied it there;
3) Ran instclient.exe again and my problem went away.
