That is correct, it only works on the firebird service. I have found
firebird to be very well behaved when it is not in use. It does not
consume too many system resources. I would not be terminating it on
the basis that normally you can't guarantee no other software on that
machine is using firebird. We had troubles with our old program at
particular sites because some company thought that the bde was theirs
to do whatever with.
