use the Firebird engine on PC One
No.
You *NEED* to have the fdb file locally on the mashine that runs the
database server, because the server won't accept it otherwise.
You *WANT* to have the fdb file locally on the mashine that runs the
database server, because accessing databases over networks is by far slower
than on local devices. And databases are disc intensive applications.
Move the database to PC One or move the server to PC Two.
