COLLATE is used to define what kind of sort you need.

For example:

I use CHARACTER SET ISO8859_1 COLLATE ES_ES to ensure correct ordering when
retrieving records from a string field.

Generally i use this configuration at the definition of domains. After the
domains will be used to define fields in tables.
