The field size in the system tables is 31 characters - hence the limit

The SQL2003 spec is up to 64 characters - with anything less also
acceptable. Not sure that it needs to be that big, but since the system
table structure will need to be re-written if the limit is changed
taking it to the limit would seem sensible.
