My approach would be :
1. Import the files into Microsoft Exel
2. Store the files as DBF files using MS Exel.
3. Use Datapump or Database Desktop to convert the DBF files into a IB or
FB database in one fell swoop.
Total cost : free.
Time : probably about 2 hours max.
