It's not a bug. Check the header of the database, and you'll probably
notice in the attributes: Shutdown. To change that, use GFIX with the
-ONLINE option(i.e.: gfix -online -u SYSDBA -p masterkey DB_Pathname).
When the database(not the server) is shutdown, only SYSDBA can access
that database.
