If it was created with WIN1251, you should be connecting using
WIN1251. If you want to use ISO8859_1 for your database, I recommend
to create your database with ISO8859_1 and connect with that character
set.

You can check which character set was used for the creation of the
database by going into the database's registration info in IB Manager
and click on "Get Default" button, that is located beside the
character set drop-down box.
