Just in case no-one answered, if you've just un-installed Firebird from a
*BSD box, and wish to re-build it from source, the build process likes to
set up it's own semaphores.

Simple solution:
pkg_delete or make deinstall the old package
REBOOT(removes semaphores very thouroughly)
cd /usr/ports/databases/firebird
makeinstall

Harder solution:
pkg_delete/make deinstall
ipcs -a (to show any semaphores)
ipcrm -s 63355 (or what ever semaphore is attached to the GDS entry
Then, you should be able to build cleanly.
