Is there are way to determine which server - classic or SS - the client application is using?

Background:
It's up to customer which server to use - classic or SS.
Within the application I want to add new users to the database using isc_add_user().
When using classic server this funktion should be disabled.

I'm also not quite sure how to set USER_SEC_DATA.protocol and on which it depends on.
