I'm just guessing, but it could be that XP contains some kind
of 'firewall' that is blocking port 3050 (although it wouldn't
explain why your other XP machine can connect...)

Try to see if you can run a port scanner against that machine and
scan for the openness of port 3050 (nmap is a popular port scanner,
and I'm quite sure it is available for win32).
