Because it invalidates the purpose of having multiple lists if people post
the same message to both lists. Eventually, both lists have mostly the
same messages, and you may as well just have one list. Just post it to
whichever is the more appropriate list.

And the people who are on only ONE of the lists don't appreciate off-topic
posts by people who are only posting there to get a wider readership.
