The installer should have created a "Firebird"-entry in program files
group. There you'll find an item to start fbserver.

To run fbserver.exe as an application, you have to add "-a" to the command
line: fbserver.exe -a

For Windows XP, I recommend to run fbserver as a service, not as application.
