Have you really tried one of CONNECT or CREATE DATABASE commands ?
(just running isql does not prove anything except existence of gds32.dll)

Can you try to connect to any database (or create new one) using tcp/ip ?
(I once experienced problem at customer that local connection did not work (e.g. gsec),
but tcp/ip worked. It was after reinstalling InterBase and installing Firebird without
reboot (gds32 was correct) )
