Yes, it is how IB4 backup works. From version IB5 up external tables
will remain external, unless you use a switch "-convert".
You may try to backup your IB4 database using newer (e.g. IB5) gbak.

(No mention in migration guide - probably nobody expected migration
from such old version.)
